Sounds like it's for sites rental market,and would think that sites would put them in a row on the front row to make most of views...so might take away people's view .?

It's very similar to what has been on the American market for some time. There are many different versions. Google tiny houses and you can find them alongside other small houses. Quite a lot have been built by private individuals and I'll bet they will be a lot cheaper to make if only you have space, time and the skill do it.
