Make it illegal for static caravan site owners to charge a fee in respect of change of ownership of a caravan where the sale is a private sale and the caravan site has had no involvement in the sale. Also to cap the fees charged where the site owner has sold a caravan on behalf of an owner.

The second part is a good idea. A fixed fee which you know about when you first buy your van is reasonable but any added hidden extras to bump up the fees are not. However, I am not sure about the first part of the petition. Where the transfer of ownership is to a proven close family member such as transfer from mother/father to daughter/son when the parent becomes too infirm to enjoy the caravan or maybe on a death & the family member just takes over the ownership of the van & pays the yearly site fees as before then its a great idea. Cost to site owner minimal so nothing more than a small admin charge, maybe 30 or so would do it. However, part of the business model of the site is site fees & part is the sale of caravans & part is turnover charges such as change of ownership in the form of a percentage of the sale value or a fixed sum whichever is the greater.
If site owners are forced to abandon the income they get from transfers, then you are basically signing a petition to transfer any losses to the site owner from this one off income source from the seller directly to an annual increase in site fees for everyone on site. So for this reason, I wont be signing myself.
